It may not be the end of the quarter yet, but we have made it through summer, and that seems like a good checkpoint to evaluate the top ETF investment themes YTD. Let's take a moment to look in this year's thematic ETF rearview mirror.

Investors are closely watching the US cannabis space after President Donald Trump signaled plans to reschedule marijuana, a move that is expected to unlock near-term financial relief and longer-term growth for the industry. Trump recently stated that his administration will “be moving forward soon with rescheduling marijuana,” referring to its reclassification as a lower-risk Schedule III drug.

ETFs tied to cannabis, Ethereum and Chinese tech stocks topped last week's winners list. Top performers were KSTR, YOLO, ARKZ, CHIQ and CNXT.

Cannabis ETF spent the first half of the year in the performance doldrums. But they have rallied of late on news that the Trump administration is open to reclassifying marijuana as a less dangerous drug.

Amendment 3 – which would have legalized the recreational use of marijuana in the state's constitution – failed to receive the 60% support needed to pass under Florida law.

Cannabis shares gained traction during Monday's session after Donald Trump endorsed the federal rescheduling of marijuana to allow research into its medical benefits. In a post on his social media platform Truth Social, the Republic presidential candidate said his administration would pass “common sense laws,” specifically the SAFER Banking Act and rescheduling cannabis to the lower-risk Schedule 3 of the Controlled Substances Act.

Cannabis stocks moved lower on Tuesday as hopes that marijuana could be rescheduled as a lower-risk drug in the US before the upcoming election in November were dashed. Earlier this year, the Department of Justice (DOJ) in line with a recommendation from the Department of Health and Human Services proposed that because marijuana has accepted medical uses and less abuse potential than other substances in Schedules I and II of the Controlled Substances Act that the drug should be reclassified as Schedule III.

US President Joe Biden confirmed on Thursday that the Justice Department is officially moving toward reclassifying cannabis as a lower-risk drug. The Justice Department's proposed rule will soon be posted which will be followed by a 60-day public comment period before the rule is potentially finalized, it was confirmed.
