The U.S. Commerce Department on ​Thursday announced preliminary antidumping ‌duties on solar cells and panels imported ​from India, Indonesia ​and Laos, the latest ⁠in a ​string of tariffs imposed ​over a decade on cheap solar imports from ​Asia.
